Hi, Piotr Skut! I've moved your post from the other topic so I can deal with it individually for you!
I hope that I have understood your question properly, and by "forum" you actually mean what we call a "thread" - posting a new message to start a dicussion, or raise a question, or similar.
The "forums" we talk about here are the various sections relating to different topics for discussion (so Tintin news and events, Official Tintin books, Official Tintin film, stage and radio adaptations, etc., as listed on the main forums page), and there isn't a way for a memeber to start one of those.
If you have a suggestion for a new area that you don't feel is covered, you can always propose it, and Admin will consider it, but those we currently have seem to suit the nature of our site quite well.
To start a new thread on a topic, first choose the forum heading that best suits your need.
So, for example, if you had a burning need to discuss whether Tintin knows how to knit or not, you would first take a look to see if the topic had come up before, using the Search the forums feature, which is in the row of links just above where it tells you you are logged in, near the top of the screen (I'm working on a computer - if you are on your phone or tablet it may look slightky differemnt for you)
In the event that your searching doesn't produce an existing thread to which you can add, look at the list on the main Forums page, and choose the best suited one - in this case it would be Curious about Tintin? (Non-album specific).
That takes you to that area of the forums, and you then scroll down to the bottom of the page, where you will see boxes.
The first asks you to name your topic, so I would suggest something like "Tintin: Does he know how to knit?"; the second is where you write your message ("Hi, I've always wanted to know if Tintin knows how to knit, or is ever shown knitting? If anyone can tell me, or suggest where to find examples, that would be very helpful, thank you!"). Then you you click the Post New Topic button, and your post will enter the system - if you are a new or recent member, your post will be put into a moderation queue for a moderator to look at (this is to stop spam messages getting through and clogging up the pages), and once they have checked it, the message will be released for everyone to see.
